1. As you can probably tell after going through my other tutorials, I am very fond of the color blue. So here's another blue tutorial
with selective coloring! Yay! It's best to start off with a base that has some gray. Let's use this picture of the Olsen twins.

2. Duplicate the base and set it Screen 50%.
3. Create a new layer and fill it with #F2F0D2. Set it to 100% Color Burn.
4. Go to Layer > New Adjustment Layer > Selective Color. Use these settings:
Red: -100, 50, 0, 45
Neutrals: 45, 0, -40, 30
Blacks: 0, 0, 0, 50
5. Merge all visible and you're finished! Here are more examples:
